You should make sure it's worth it for them. You have to ask yourself if you would sign up to that site, if you would, then it's probably successful. Due to Myspace, Facebook and other social networking giants, it is increasingly hard for startup SN sites with a general niche to get anywhere, so try creating your site for a specific niche, for instance, make one for football fans, or people from a specific area. Obviously football is just an example, but you'll probably get more of a response if you make it relative to a specific audience, not to just anyone. Also make sure you advertise LOTS. Again, due to Myspace, Facebook and other big sites, it is really hard to persuade people to sign up, because they don't want to waste their time on an unsuccessful site. It might be worth it to try and pay some people to sign up and fill in their profile, just so it appears the site is active, then this will make others want to sign up more...
kiteguy is right, it's very hard to create a general social site unless you have something unique on your site. If your site basically is very similar to facebook or myspace, you won't be successful. And you need much money to advertise.

you will provide what's service for your user. your site must be distinctive and to use easy for every comtomer. at the same time your site should have unqiue function than other site. if so, some vistor will go into the page of your site. if they find the site is interesting and userful. maybe they will register.
