How can we determine inner pages with highest pagerank in a blog? For example if a blog is PR6 , how can we find PR3 or PR2 inner pages in that blog?

You can use Google Toolbar with IE or Firefox which should have a PR checker in it's latest version.

That said, you can improve PR on pages by adding "noFollow" to pages which aren't important such as:
    - Contact page
    - Terms and Conditions
    - Outbound links to other sites
    - RSS feed

    Its really simple.

    1. add seo quake addon for mozilla
    2. make it on by clicking it.
    3. go to google.com and put search query site:http://www.yourdomain.com
    4. see the result.
