I am in the process of buying some links. What I have ran into is some sites that seem to have a fake page rank. I use the seoquake for mozilla and It shows the site as having a pr6 (as stated by the seller) however it only shows just over 100 links and none of which seem high quality. So it seems fake. In other cases their will be sites with a 3-4pr and low links and they seem qquestionable. Is their anyway to verify a sites pr?

The easiest way is to enter the url of the page/domain into Google, and then click on the "Cached" version. Check what the PR is on the cached version and compare. Even LOW quality sites can get high PR for some weeks by getting .edu back links. Of course, Google does their PR update every few months and these sites always fall down again, so make sure you check the quality of the site where you are getting a link from is good (content, pages, update frequency). Outbound links is also an indicator... It's better to go for a link on a PR3 with only 5 outgoing links, compared to a PR6 with 40 outgoing links. Quality
Have you used Google PR Checker. Truth is there are two kinds of PR. The Toolbar PR and the Real PR. Toolbar PR is what we commonly see while the Real PR is what Google uses to rank our sites.

Most of High PR domains have good SERP when I optimized them. You can say High PR = High Income if you sell the link of your domain
