It's the way you are doing it. The problem with the page in your signature may be that you say "1000 fans guaranteed in 3 days". I don't think you can guarantee something like this. It's looked upon as unrealistic while violates the misleading and inaccurate claim rule. Changing your wording may put you back in Google's good books.

Or they may just have a problem with the type of business. I'm think you may be violating the bulk marketing rule.

There's no way you can absolutely guarantee getting 1000 fans in three days without fraudulent practices. You could, for example, claim "1000 fans in three days or your money back" and be fine, since that doesn't imply that you can 100% guarantee those fans. However considering the claim you're making, it just looks like you're just running 1000 fake facebook accounts.

EDIT: Those testimonials on your page are clearly made up. Good luck fooling people.

Well, i doesn't want to argue more here,
here we go, u make an order, if we don't complete in 72 hrs, or if you find any fake profiles,
for any of the above valid reason i can get you 100% money back, else you can claim over paypal.

Also, Testimonials are real, not fakes like others.
Only ppl like you think its fake, may b you might have come accross many fakes,
but i have 90% traffic to my site from adwords try them and make bulk orders, then on.

You cannot say a 1000$ business a FAKE one :p
anyways as most you were thinking so, i have decided to increase the days to 2x, so if i complete soon, clients will be much happy :)

You're missing the point. It doesn't matter what you think or say, even if you can actually provide the service as promised. It's what Google thinks and how they expect sites to sell. Remember, it's not Google really. It's all the people who told Google so. There's a reason they are the most-used search engine in the world.

Therefore, if you don't comply with their thinking, you just won't be able to advertise on Adwords. Simple as that.

In my view, you just need to change your wording and you'll be OK. The decision is yours of course.

It might be wise to comply because in my opinion, other search engines like Bing will have to follow Google. At the very least, you should test a less hard hitting sales message and see what happens. It may get better response and you'd cover yourself with Google and all the others to follow.

Although I'm not that experieced in AdWords, I have got my ads approved (using Content Network) because my landing page is

    - not an affiliate page
    - not a salespage
    - instead, it is a squeezepage (yeah, I know it's against the TOS, but it got approved anyway. Besides, a lot of people are doing this too with PPC. Heck, I even emailed them to speed up the ads approval process. It took me 2 days for my 9 banner ads (image ads) to get approved)

If you still don't know Adwords's rules well enough then follow Lucid Web Marketing's advice and head over to adwords.google.com/support/aw/bin/static.py?page=guidelines.cs
Read it all and try to be as much as compliant with these guidelines as possible and you should be in the safe zone.
