Of course you can. First you need to design in photoshop and then you will do the xhtml/css and then need to do everything in PHP. I guess there are 100s of tutorials for this.

I would advice you to make an excellent PSD design for your themes and then to use a software like "devine" to create a wordpress theme from PSD template

Of course can do. First need is a good designer. Any design can be converted to wordpress theme.

 

Just go to Wordpress.org themes.
Find a theme that is close to what you want.
Download and tweak it to your desire.
Easy.

 

First you need a great psd theme and second a great wordpress framework theme.

 

If your strong suit is designing I recommend starting with designing templates for the theme you want to create. You can then partner with a programmer who specializes in WordPress conversion and you can have him/her create your PSD into a WordPress theme.
