How to deny a payment when i am selling an intangible product with instant download?

    I am selling an intangible product with instant download, and i want to sell only to people with verified accounts, if they have not verified there account i want paypal to notify me and reject the payment, also, to not let them download my product, can it be done? I am using wp-commerce plugin.

    There is also an option in PayPal to block some payments with a certain fraud tolerance. Check that out.

    I don't use IPN script, i am using wp commerce plugin for wordpress.

    There is also an option in PayPal to block some payments with a certain fraud tolerance. Check that out.
