How to define a best kw by help of google keyword tool

    1. Make sure they keyword you are targeting is exact match []
    2. Look for traffic if its above 4000 searches and competition is low then the keyword is good
    3. try your keyword on sperIQ to check the competition etc

    Criteria to choose best keywords :

    Choose keywords according to webpage's theme
    Verify that the selected keywords are in low competition and high search volume or not
    If want to promote webpage in only local area then select those keywords which are high in local monthly searches

    I would say, choose the keyword which has low competition because it will give you a more chance to search your site on Google. Let's say, don't select for a keyword which is below 3,000 global monthly views. What I mean here is when you filter it in "Phrase."
