    Well, that site wasn't designed with WordPress, but you could easily build a similar site using a WordPress theme.

    Hey a lot of CMS platform that you can use to create ecommerce platform.

    On of the famous CMS for sure is Wordpress. You can create site like that using woocommerce plug-in. There is a tons of woocommerce themes that's look very professional to selling item related to fashions.

    Another alternatives is OpenCart (free), Shopify, Bigcommerce, ZenCart (very difficult) & a few more top ecommerce CMS. :D

    I think they use a website builder. Nevertheless, you can create sites like that with wordpress, and the ones mentiones by Iamthesigner.
