    Go to the official paypal site & registered there with your proper & valid name & address with your PAN card details. For making it active also use any visa enabled Debit card.

    If you use for only personal, then just choose the personal account. However, in case you might have many deal with others, then premium account is good.

    For malaysia paypal, you can use either ccredit card or debit card (with either master or visa logo) to verify your account. You will get email when you receive / send money
