how to create new nameservers in Plesk 9 ?

    hii there,

    from last 2 days i am breaking my head in creating new nameserver in plesk, but unsuccessful. Can any one tell me what i am doing wrong in setting up my nameservers. Following is the process which i m using :

    I am setting nameservers to my new windows servers but i am not able to work with them.
    I have created 2 nameservers :
    ns1.shineads.net
    ns2.shineads.net

    I have followed following steps for creating these nameservers :

    1. Clicked Domains in the navigational bar on the left.
    2. Clicked on the domain shineads.net
    3. In the Services section, Clicked DNS.
    4. In Add a DNS Record, choosed NS for record type, and Clicked “Add”.
    5. Leaved the entry for domain name blank, and entered the name of the first nameserver i.e. ns1.shineads.net. Clicked OK.
    6. Repeated steps 4 and 5 for the second nameserver i.e. ns2.shineads.net.
    7. In Add a DNS Record, choosed A for record type, and Clicked “Add”.
    8. In domain name, entered the subdomain of the first nameserver i.e ns1 in the blank, and entered the IP 174.142.154.137 to
    this nameserver in the 4 blanks for the IP address. Clicked OK.
    9. Repeated steps 7 and 8 for the second nameserver and putted 174.142.154.138 for second one.
    10. Clicked Server in the System section of the left navigation bar.
    11. In the Services section, Clicked DNS.
    12. Checked the box in the line with the NS record. Clicked “Remove Selected”.
    13. Checked the box to confirm removal. Clicked OK.
    14. In Add a DNS Record, selected NS for record type, and Clicked “Add”.
    15. Leaveed the entry for domain name blank, and entered the name of the first nameserver i.e ns1.shineads.net . Clicked OK.
    16. Repeated steps 14 and 15 for the second nameserver (e.g. ns2.shineads.net).
    17. At this point, the nameservers are to be configured on my server

    But when i am checking my nameserver ns1.shineads.net at http://reports.internic.net/cgi/whois?whois_nic=ns2.shineads.net&type=nameserver it is not showing my server.

    PLease let me know where the exact problem is ? and if possible kindly set my these nameservers from your side.
