Why are you focusing on a linkwheel versus doing regular social media blitz(facebook, twitter, Linked-In, Angie's List, Yelp, Google Places, Etx) that will benefit your company? I am assuming your company needs customers that is? Anyway - Each company should be going after different sets of keywords to support your link wheels based upon what services they provide. Hello. I think that you need to build up at least one domain with PR if you want to create wheel. Try other authoritative sites to get good backlinks (squidoo, hubpages, weebly and other). But of course you need quality content.
