I have ten websites, all same IP adress.
So, can I put backlinks across them.

To build backlinks I usually do SB, forums signatures, directory sub. and offcourse LE..

 

You can.. but it'll not beneficial in terms of link juice..bcoz your links will count from same IP's (i.e. sister sites).

I've 21 sites from same IP's but don't exchange links internally bcoz of same IP problem...

 

Good article. I am wondering if links from .GOV and .EDU are considered better links than .COM links.

 

forum posting, press releases and classified adds are very useful for it.

 

do article, blog, classified, hot, directory submission. than you get easily back links.
