    I am doing this task in MS word to PDF.
    In MS word paste your content now right click on your keyword which you want anchor tag.
    Now put your hyperlink using right click, now when you click on the right (in the Hyper Link) you will visible Screen Tip. In that put your anchor tag than convert your document into PDF.
