How to create a website database like this

I'd like to have something similar to this. How is this done? I only know basic html and css. I'd like to have a list of names like that and be able to press a letter for it to show all the chosen names, as well as some other stuff.

 

In this case it is built on ASP.NET but could be done in PHP, too.

 

I know next to nothing about PHP, where would I start with ASP.NET to achieve this?

Asp.net is a framework. Framework means less work, much (more) pain.
