    Second, you need a free virtual host.
    Last, if you'd like to create a website looking like a blog, you need something like wordpress.

    You can Google these three things and you will find more information.

    Simple, get a mentor and ask him for advice.
    You see, technical things like setting up a website and running it requires extensive amounts of research, information and technical knowledge, it would be kinda hard for newbies to do it without any help. I am not saying that it is impossible, i am just saying it is hard.

    First and foremost, what is it that you want? Blog, forum or standard website?
    If you want blog, you can always use blogger, it's free.
    For standard website, you need free domain name and free hosting (most of the free hostings also provide free domain name). After that you must create html page (can be created from notepad, as long as you know HTML), then upload the page to your hoster.
    For forum, much like standard website, you need free domain and hosting and use free forum software (such as phpbb), set your settings and upload the necessary files to your hoster.

    Wordpress is a easy to create a website. It is cheap, easy to use. It is quite powerful and flexible. It is fully control on HTML(Hyper Text Markup Language ). HTML is very easy web base programming language. So I strongly suggest you, go with wordpress. Best of Luck.:)
