How to create a Landing Page that complies to the Google AdWords guidelines

If you are asking if you can use a redirect straight to the merchants page via AdWords, then the answer is no.

The only real effective way to promote a merchant is to ask them their permission to use their URL. Or create a very good landing page/web site as per my post above.
