How to create a "full page" advertisement

Hi, when going to domain.com, instead of loading the default index I need a page to load that has a full page ad and "skip to domain.com" text above the ad which then takes you to the default index.

You write some normal html... like a frame, iframe ? Don't know what is so complicated...
