well you can goto freeforums.org the let you create your own forums. and then when you grow it they let you take the database and host it.

I would highly recommend you to NOT use free forums. Because free forums have some limitations, like they allow only 50MB or may be 100MB of space. Also the domain name of free forums doesn't really attract many people. I would suggest you to go and buy your own hosting + domain. Final decision is always yours
Yes if at all possible always try and buy your own hosting and domain. There are lots of free forum software's to use for example phpBB, MyBB and SMF. I think the most popular of those is probably phpBB which is currently I believe in version 3. Good luck with your venture.
If you are looking for completely free solution I suggest to follow these steps: Download some free forum script. As I know most popular free board scripts are phpBB and Simple Machines Forum (SMF). Have a look around for some free web hosting. Install the script. If you will not able to install it alone consider to hire somebody or try to find some web host which offers pre-installed scripts.
