How to create a bitmap image?

Hello guys/gals,

I have a simple question for you, and yes, I google it first, but didn't found a definitive answer for this.

Anyway, how can i create a bitmaps bar of icons?
You know like a bunch of icons numerated by numbers 1 2 3 4 5 6 7 8 etc inside a bmp bar!
Please check the attached image in case i didn't explained my sell correctly!

In Photoshop or Gimp create a new image the size of your final bar and copy into that file each icon and move it into place then save the file as bmp

What about if i have a bunch of images (all countries flags in this case), isn't there like an application to do this automatically? A batch converter/creator or something like that?

 

Its not that im lazy, but that the files im trying to join are 240 mini countries flags
