You can create many account via different emails or phone numbers. But for each account, Facebook requires phone number verification and one valid phone number is used to uniquely identify one FB account, you won't be able to use the same phone number to verify multiple accounts. So there are 2 options: 1. you have many valid phone numbers to verify the accounts; 2. or submit a request to verify your account using your government-issued ID.
