How To Convert Sub-domain Into Tld ????????

    Hi friends,
    I have a question that how to convert subdomain into TLD ?
    It sounds strange but you will came to know what i am trying to tell you.

    Here is the scenario :
    Assumptions: - TLD named '.co.in' is not released from ICANN

    Mr. A buys d domain www.co.in at $25
    So he can make a domain like www.google.co.in or www.something.co.in

    So Can he sell his ".co.in" to ICANN at higher price ? ($$$$$$$$$$$)?
    I mean to say , can he sell this to ICANN at Say $150,000 ->(This is just an assumption) if ICANN requests him about it ?

    Well friends, all these values i.e. $$ are just for assumption

    Can anybody tell me ?
    Is he have a right to sell "co.in" for higher price to anybody in this world even ICANN ?

    I'd say yes "he" can sell his .co.in domain with a higher price :)

    Is this allowed for all countries domains ? i.e. .in , .jp , .de , .uk , .ru , .cn etc
    Can any country take any legal action against him ? (Countries like russia and china who do not follow USA cyber laws)
