how to contact moderator?

guys, I was trying to find "how to contact moderator" through the search, but there was not results. A couple of weeks ago I paid $100 to the guy for his monthly service. The deal was: he creates a slide show and submit it on video sites (2 weeks to perform this) and later we would decide what to do. Well, he did nothing, I was trying to reach him, even open paypal dispute and left very negative feedback here. Still no reply from him. And today I am receiving "itrader notification": this is not what happened. He didn't even bother to email me first and explain what exactly happened and why he did not do the job and did not reply on my messages. But I think I know what happened: he spent the money and didn't do the job and probably doesn't know how to do it. I requested to completely refund me, but of course he is not returning money. AND HE IS STILL SELLING HIS SERVICES HERE. I warned him that I would let people here to know about him, but obviously he doesn't care. I want him to get banned, he doesn't deserve to be here.
