    If there is no email address to contact at blogspot blog then you can't. But have you tried leaving them a comment on one of their posts for them to contact you? Give it a try.

    Check if they have any profile at the sidebar or not, as most of them love to put their personal infos there...

    There's a couple of options I can think of:

    - Google the blog title/URL and see if the owner is promoting it anywhere else on the web. That might lead you to an email addy. Alternatively do a backlink search and see what you get from forums etc.
    - If they're using an email subscription service then subscribe to it. The delivered emails will probably have some contact details (I know FeedBurner do this).
    - Leave a comment and hope they reply (as suggested before).
    - See if you can view their Blogger profile (as suggested before).

    I'd be tempted to try the Google approach first.
