Not always. A good strategy is to determine who your end-buyer might be, and then register a domain. For example, say, there is a company Harwood, Carpets, and Doors, Inc, and it doesn't have a domain yet. Then, hcd.com or hcdinc.com could be a good buy. Also, look for trends. Folks that were registering blog-related domains in early 00's did well for themselves. In short, this is no different from the standard corporate strategy - market research comes first.
Whenever I have some free time on hand, I will do some scan through on the expired domain list. Pick up the good ones and check their PRs. Those with PR3 and above worth at least $20. Include a simple site and header then sell it off at mid to high xx
