submit your site to any good directory out there, that has good PR and alexa rank. niche doesn't really matter anymore. try to find directories that offer you permant listing and that are popular, the inner page where you want to list has a PR and is linked 2-3 steps away from the home page. Usually if the directory is about PR7 and has good amount of links and is 2-3 steps away from home page then the category will be around PR4. if the directory is PR5-6 and it usually doesn't have any inner page PRs and the quality of backlinks is not that superb + it asks you to pay overwhelming amount of money, then I usually stay away. Check DP directory i think its one of the best out there. it's only 2 steps away from the forum and site which has as nearly as 1-4 million links, in the recent pr update all of her inner pages got an update as well. also if you exclude some directories based on pr, maybe they are still worth it, check their ranking and serp for the keywords they are after..... if they have rank you might think twice on submitting if the price is right.

Most quality directories have their pages indexed in google. Search for some of the text of the page where you'll be listed and see if google has it indexed and you'll be able to sort out the good directories from the bad ones.

The basis of any quality directory is its editorial standards. I don't care what the green bar reads, what niche the directory covers (if any), or what the design looks like. Quality content is the foundation of any good website and directories are no different. Look to the most recent listings added to each directory you are considering a submission to and if the listings look like a poor editing job then move to the next directory.

How much do these directories even help? I can see the value in Dmoz, Altavista, etc. It seems, though, that many directories are a waste of time.

I think a good method to find good directories is to search on google for directories not directories list or something else because many good directories may has low pr and many bad directories may has high pr

You very accurately noticed - Quality is always more important than Quantity. If you promote a site which will live not 1 year but much longer - you should pay attention to qualitative directories. What is meant by the word "quality"? Read this article based on years of experience of working with different directories: 10 Attributes of Quality Web Directories.
