i agree with the article zinruss provided, the most important part are effectiveness, support and communication. without these they would not worth the money to spend to.

 

usually the people at the top of the search engines know something about seo but yet then again maybe they just know how to get there site to the top and use other peoples income to give themselves better exposure and only do an average job.

the best bet is to get a referral from someone who has gotten results just keep asking around here and other forums but dont always pick the first one to jump at you

 

go for some extra ordinary seo test that he/she is expert or not use seomoz.org for that.

 

You need to do your due diligence, ask if that person have any past results that you can look at. Check if they have done anything else and see what others are saying about their work.
Ask a lot of questions and try to see if what that person explain makes sense to you.

First thing is remove script from home page

Or put that javascript at the end of the page, search engine does not prefer script.

2) you need to put more relative content to increase keyword density.

3) proper link building is desperately required.
