    phpfox is good , i suggest using joomla and a forum and bridging them together

    i agree open source cms such as drupal and joomla are great for customized projects etc. However for a out of the box solution I suggest phpfox or joovili

    There's also Social Networking Software from Pilot Group. It's also open source (if necessary). It'll suit your needs for such a community.
