I think it would improve things if you could add some categories to your CMS reviews. Your step one say quite correctly people should identify what they want the CMS for but there are now so many completely different types that I think the other step categories should be different for each CMS category. For example the big name CMS systems would score well with all of their features but cannot really be compared again much smaller and faster CMS packages. I think these days people need a different type of CMS for different sites and more categories would make it easier to compare different CMS in the same category.
