    As the site owner, I have no permission to chmod some files.
    Any idea?

    that happens on hosting sometimes

    ask your host to chmod what / why / how
    he'll do it for u

    Files may be having ownership of either root or other users, so you are not able to modify it or modify permissions on it.

    you will have to ask you host to change ownership on those files, and then you will be able to modify permissions on it.
