    Is the website spammy or questionable?

    As a rule of thumb if you look at a website and it is irrelevant to your subject, spammy, or sketchy in anyway odds are it is a bad idea. It is mostly a common sense call, if it looks like it could harm your ranking, then odds are it will.

    Any link from bad neighborhood can harm your ranking.

    You can check GWT for the incoming links and detect by your own which one is harmful.

    You can check out for sites that has low domain authority, low PR and has malicious links.

    What you don't want to do pay someone you don't know to acquire a bunch of links for which you can't control the quality. Directories can be wonderful for getting yourself established on the net, but make sure you submit to good ones. For example, check out the Vilesilencer Top 100.

    As per the Google Webmaster guideline, following links are harmful -
    1. Links intended to manipulate PageRank
    2. Links to web spammers or bad neighborhoods on the web
    3. Excessive reciprocal links or excessive link exchanging ("Link to me and I'll link to you.")
    4. Buying or selling links that pass PageRank
