Quality links are the links which should match your site theme. They should have high PR. Links from irrelevant pages is waste of time. One quality link from a authoritative page is worth than 100 links from ordinary pages.

What do you expect from link exchanges? It's an old technique that doesn't work anymore.

try making a subdomain and use that to link back to your reciprocal linkers and nofollow all links to the subdomain

many people have different opinions on the quality of the backlinks. But in general, the value of page rank of the linked page, the relevancy of two pages and how did other webmasters link with your site. direct link , through redirect or? When doing link exchange, you should find a site that Google always has a recent cache, otherwise you may just waste of time because either the site is too new or they did something bad or for the websites
    was frequently down.

But it is just my opinion.
