Best way to do this accurately is:

    siteexplorer.search.yahoo.com

Type in your url at the top.

    Click on "inlinks".

You will see all or most.

Any other tools I have found do not work nearly as well or at all.

    Enjoy!

there is no way to find 100% of links, because there is no resource that updates 100% of the internet in real time.

    That's what it would take.

Technically, due to blogs, rss, etc, your links change every day (sometimes by the hour depending on how popular your site is)

Nothing, not even Google sees ALL of the internet, and nothing sees the net in real time.

Things like duplicate content, hidden pages, bad coding, too much data, dynamic data etc all effect how any search engine can see.

Also sites that are DIRECTORIES only have what someone put inside them...

so you can get an "idea", just like with alexa, alexa doesnt tell you what kind of traffic a site has, just gives an "idea" of what traffic is like (because it requires visitors to have alexa installed AND site tracking activated)

Yes, different tools gives different results. Nothing is perfect.
    I am using following tool.
    backlinkwatch dot com
Its a great tool. It shows you anchor text also. Most of tools doesn't show you anchor text.

For checking backlinks in Google and Yahoo you can do a link:www.website.com and put it in the search bar. You will get a detailed number of links pointing towards your site cached by the respected search engines.

I prefer to use backlinkwatch dot com since it doesn't only let me know the total but also the anchor of each backlink and if it is nofollowed

There are plenty of online tools through which you can check the backlinks. I use backlinkwatch and ahrefs for checking backlinks
