How to change Apache File Access Policies

As the title say, how can i do it? My application cannot access locations other than httpdocs. How can my application access ROOT.

Web Server Apache
OS is CentOS
Application is written in Java/Tomcat
Host Godaddy Virtual dedicated server with Plesk 10.3 controll panel.

as the way i see there must be a Apache configuration file to do this. I cannot locate it. Many Thanks

I believe this is a Tomcat setting you should look for and not Apache.
But I have to admit, I do not know which one it is.

this is definitely not tomcat. I'm 100% confident. There should be some OS or Apache setting...

I understand you are very confident in this, however, take a look at the setting context path in your TOMCAT server.xml.

Also, how are you connecting apache and tomcat? Are you using mod_jk or what exactly?
