    How to change a website or blog from "No follow" to "Do follow" ?

    If we change Do follow means we get more spam ?

    You can remove those links with rel="nofollow" attribute. A follow link will pass those PR Juice, this would encourage those webmaster to spam and post a link back comment to their site.
