I would say that traffic is the most important. A person can have an old site which they've done nothing with and PR is not really a metric to use. People don't tend to worry too much about that.

We launched a site (bridal niche) just a few months ago but is no longer needed. I don't think it has any PR, it definitely has no income and is relatively new (about 3 months).
