By the question your asking I don't think you could actually do what is being asked. Don't take this personally, but your question is a SEO 101 question for new people starting out. The real answer would be what it is worth to you, your the one doing the work and putting the time and effort it. You know what funds must be used to purchases listings or what not.
Maybe I just asked the wrong question. What I meant is, how to calculate a link budget for the specific keywords? I can take information from competitors and analys it. But, I thought the might be some programmas (scripts) for this purpose?
There is a tool created by SEOmoz to determine the difficulty of keywords in terms of ranking in Google SERPs. It doesn't suggest any SEO price, but it supposedly show how difficult your keywords are for a good ranking. Maybe an SEO company can use the tool to quote for your request?

I'm not sure this tool is soo great: IT Consulting - 68.35% (I would say this is a very competitive keyword) IT Security Consulting - 77.65% (I'm ranked 5th for this BTW) Mortgage - 82.59% Mortgage Refinance - 66.55% I'm not sure Mortgage is only 5% harder then IT Security Consulting.. I use Mortgage because I have done A LOT of optimization for that keyword and related terms and its VERY hard to rank for, I have only done small amounts of work for IT Security Consulting and I rank for that..
I'm not saying this tool is perfect but is the only free one at the moment. The results are obviously not perfect. You can always sign up for premium membership with seomoz and get access to their tool instead (I bet their results aren't perfect as well)

The way that I calculate the cost for a specific keyword would be to take the sites on page 1 for the keyword and to analyze their backlinks, the age of the sites, the pagerank and how many results their are for any given keyword. Then with all that information you should be able to determine how hard it will be to rank a site for that keyword. You must also look at the site that you are trying to rank, if it is a new site with no backlinks, this may be harder to acheive rankings than it would be an established site with existing baclinks, although sometimes you can get a new site to rank on page 1, it usually will not last unless you build the correct backlinks to keep that position! All and all you need to figure out how much time and cost you are going to have to put into acheiving the position and then ask yourself what is this worth to me??? Hope this helps you out!
Surely this like server space etc should be calculated on the mathematical principles that afford the best possible solution (especially after further research) available to both parties involved should it not?
