For buying, look at sellers with a good reputation. For developing and selling, look at completed sales and see what they have done. Then do better.
This is overly simplistic. However, the more complicated answers depend on many factors. Starting with the TYPE of site. There is no cookie cutter formula. That will make this a nice and neat answer for noobies trying to research this as a business model. There are many factors that play into it. Starting with results. For example, my background and experience is in membership sites. They hold a much higher value than a lot of the stuff you see on sale at DP, and other forums. There are a lot of reasons, but the most important is the revenue base is more stable, and valuable. That said, good luck.
General marketing techniques apply here. Make the domain popular with backlinks. Raise its pagerank. Those two things alone will cause the domain to be worth more. Also try to deal with easy to remember or short domain names.

If you plan to take website flipping all the way and earn a regular income from it - then you need to stay updated with the latest trends, open source systems that are getting popular - get familiar with all the little pieces that are needed to put sites together - like hosting, finding good domains, photoshop, html, css etc (you may outsource a lot of this work - but good to know a bit - so you know what to expect and how much to pay) With time - you can scan through websites quite fast - and decide if it's worth buying - what improvements can be made and in what ways you can increase rev. When buying or selling your site - the domain plays a big part - the age of the domain, the tld, the ranking for keywords etc (a lot to explain in a post : ) - but u get the idea.. the first impression / front page of the site can also turn away many visitors Backlinks are what alot of buyers like to see - the more the merrier Finally the last two points to keep in mind are the sales letter - where you must mention as much about the site as possible - and finally the marketplace where you decide to buy or sell your sites. if you want, you can increase your adsense earning or maybe ebook selling, sell it when the website is in the top so you'll get fast deal for it...the easier if your site has good adsense revenu or good revenue from link and post selling
I think you need to buy a website/blog/forum in your passion niche, so you can improve it with love. Start to make unique content, fresh news, something usefull for your user/visitors (depend of the niche ofr your site ofcourse) get traffic and become popular so you can first earn from adv online (banner,links,, adsense....) and if you want you can sell your creature for a high price
