You can go to the Buy and Sell Site section of DP and see if people are selling the a site that you want. You can also post that you want to buy a site with the details that you want. When you buy the site, they owner will transer onwership to you and should change all the details. Some people charge some money and install it for you on your hosting company. Hope this helps. You must have get the seller google account coz if you don't get hold of it,then the seller will change the password. I advise you to only buy the blog with high PR at least PR 4 coz if low PR then its not worth the risk
You don't need the seller's Google account. The seller goes to settings and adds you as an admin to the blog. You then login to blogger.com using your own Google account and remove them as an admin (optional). Easy to do but against Google's terms I believe, so be prepared to lose the blog if you get caught - unlikely but possible.
Sale is actually against Google TOS but if u really want to do it u can go to BST section and look for blogs there. The seller can add you as admin and then you can remove them once added.
