    Use Paypal for the transaction.
In the payment notes add the purpose of the amount you are transferring over
to the person that is to pass the domain ownership to you. Include the domain details,
and approx date when you expect the transfer to happen.

This way you will back yourself up in the event of a ripoff.
Paypal cannot track digital goods delivery but since it is a domain owneship transfer,
it is easy to check if the transfer has taken place by doing a whois query.
Keeping that in mind, I would do it the Paypal way..

Then I guess you have to use an escrow service if you are not confortable risking your money..
    Sedo is ok for that..

I use afternic.com's escrow service. It costs $60 but it is worth it to ensure you get paid for your domain name.

If I receive a good price for the domain I pay the fee. If I receive a fair price I offer to split the fee. If it is a lowball price then the seller pays the fee or he doesn't get the domain.

    I don't care either way.

Be careful. Many will attempt to steal the domain from you. Make sure you have cash or money order if you handle it yourself. If you accept a check, it can bounce. If you take a credit card he can charge it back.

Contact via eMail, offer a good amount, not full price, many emails just asking for a price get ignored. Deal through Escrow (Escrow.com/Sedo/Afternic/Moniker). If you have a serious budget you can try getting a broker to attempt to get you the domain name.

Credit cards can be used too depending on the amount, most banks offer the ability to file a chargeback/dispute the transaction in the event that you get ripped off.

You can search for the domain info via Whois - fetch the email address of the owner, contact them regarding the same. :)
