    I think for somebody who is just starting out, it is better to grab a copy of Wordpress (if you have a domain) or just sign up for a Google account and create a free Blogger - just to get the taste of it all.

    Just decide what is it that you like most, what are you passionate about. And try to have fun!

    Get a domain name with the most related keyword and add unique and in demand content to your site.:)

    Also get CMS ( Content Management System) like Joomla, Drupal Mambo and ect to get your website going.

    Put Advertisement to keep your website alive if you have low budget.Example : Google Adsense, Adbrite and others.

    Start by learning html and css (you can get some tutorials on tizag.com). Then you should practice on a free host like 50megs.com with a free subdomain. Once you get the hang of it then you can consider buying hosting and a domain name

    I suggest blogger more.. Nowadays, there are blogger themes that is converted from wordpress premium themes.. Easy to use template.. To sign up, go to http://www.blogger.com and create your own now!
