    blog commenting is not black hat..just select high page rank blog commenting or social bookmarking sites of your seo ..

    For building quality links, you need to focus on Article Submission, blog commenting, forum posting, social bookmarking and classified submission. Relevant commenting on related blogs is always recommended.

    Blog posting on regular intervals with unique and relevant content is always good for the site and you get good back links. Also you can Do OFF page work to get back links.

    link with the website with higher page rank will give you more quality backlink then linking with the website with lower page rank
