First of all, thinking about payment processor is great. But you need to do lots of work. maintain clients. You have to get money laundering permissions from your country. You need workers to work with you. You need web designers, programmers, security team. You need dedicated hosting and you need good security. You need to get good credit card merchant sites. You need to attract new offers to members. Also one thing, you must do the work , you have to keep in mind "Why People join my site when they have paypal account" . You have to keep new payment methods than other sites. Low credit card fees will also be good.
LOTS of work. LOTS of registration with your government/bank, and every other countries banks Not worth it unless you have some staff and a REAL desire for a payment processor.

hire some developers and make a script to get money.............virtually...............and then send money...........you need to setup a bank..........then.....................market it to people ...........for use free of cost
First off all,paypal is not a money laundering site. If you plan to setup a payment gateway,you need to have at least 1million cash in bank and another 2million for cashflow.
