You can develop a business, or site, fairly inexpensively with NO COST as you want for your budget. However, it becoming successful is another thing all together. As someone mentioned earlier, there are tutorials. Also, you would be looking at doing affiliate marketing most likely since you have no budget. If you had a small budget, and were looking to get into adult, there are tutorials and NEWBIE START UPS that keep the cost down while you learn your craft. Good luck.
The most cost effective manner is to sign up for a free Blogger account or similar and post articles and affiliate links. however you will still need to find ways to get traffic which on any decent formula is going to cost you at least 25 dollars to get some modest traffic.
