Quality backlinks can come from many places such as blog & forum posts, press releases, article sites, but probably the some of the best links come from authority sites like .gov and .edu among others. Doing link exchanges with webmasters from other sites similar to yours is challenging but very rewarding.
There are many other ways to build effective backlinks rather than article submission. One of my favorite way is blog comments. You can find your niche related blog by searching with your keyword at http://blogsearch.google.com/. Just visit every blog post & make comments on those.

you are right revenue : i also take help of blog commenting and forum posting i am also using link exchange to get benefits .. mostly benefit i got from blog link exchange .. i do exchange with high Page rank blogs and websites that's very helpful to get backlink to me .
You can get good effective backlinks from authority sites in your niche. Ofcourse to get those authority sites to link to you is another matter, you must have compelling content, especially if you are a new site
