Just pay attention to the PR of the directories you submit to and they'd better be do-follow, so that you wouldn't be wasting your time. Social bookmarking is also an effective way (digg, stumbleupon, reddit....etc).

to me the best quality link is Link Exchange and Article directory

social bookmark, link wheel, auto link build stuff is a waste of time.

 

Why? seems SE's frequently index forum link. I'm doing off page optimization before. And base on my experience forum posting with your signature really helps you to gain your quality link. Directory submission, article submission and SB submission does not give me a quality link. They can give but just a little bit unlike forum signature.
