how to bring this effect

    Hello,
    Below is a jpg image. I want to make a black and blue 200/200 image and bring this same curly effect on it.
    Any photoshop tutorials, or tips will be most useful.

    thats not an effect, its a photograph, and if you want.. search for a bigger image of a paper wrinkle, make it black and white and set it on multiply or overlay or softlight on any image and you should get the effect.
