Hi, How do I blur part of an image like in this example so that it looks better when I want to put text on one half of it? BTW I'm using CS2 if that helps. Thanks in advance
Duplicate the layer, then apply the blur (or paintbucket the entire thing white), then use a big soft eraser to remove part of the blur layer to uncover the original underneath. At least that's how I'd do it
quickmask > gradient fill (black to white, the area u want faded/blured) > exit quickmask > fill color/blur filter
If you're using a PC, Press Q, then G, (make sure gradient is black to white), hold down shift and drag from right to left, let go, Press Q, press delete key few times.. and bobs your uncle.

What you need to do has been said before, Make a new layer Make a gradient and edit it so that the right side is opaque and the left is white. To do this you drag the little tabs that show the colour of each side of the gradient. Not the best explanation I know, but I tried.
