how to blur out an image?

    I want to blur out an image, you know how they do on tv when they don't want to show the face. is there a way to blur it, but still kinda see what the image is?

    using imagemagick

    You have to use a graphics tool. Those are ones of which I am aware of:

    - Photoshop (trial - pay)
    - Paint.NET (free)
    - GIMP (free)

    I do know that in Paint.net, you can use the select tool, and surround the area which you want to blur and then go to Effects -> Blur

    In Photoshop, there's simply a blur tool which allows you to blur whatever area pleases you without doing any "selecting".
