One of my busy forums has a member who stirs crap all the time. His accounts were banned but he keeps creating new ones. I have troubles blocking individual IPs as he uses proxy servers and it seems to generate new IP each time. This is what his log in log looks like:

    205.188.116.13
    cache-dtc-aa09.proxy.aol.com

    64.12.116.131
    cache-mtc-ac02.proxy.aol.com

    205.188.117.19
    cache-dtc-ae15.proxy.aol.com

    64.12.116.136
    cache-mtc-ac07.proxy.aol.com

    205.188.116.71
    cache-dtc-ab07.proxy.aol.com

    64.12.116.13
    cache-mtc-aa09.proxy.aol.com

    64.12.116.141
    cache-mtc-ac12.proxy.aol.com

    205.188.116.131
    cache-dtc-ac02.proxy.aol.com

etc. Is there any way to block all requests from proxy.aol.com to help block this person from abusing the forum?

yeah thats AOL for you. They share tons of IP with everyone. So you might end up blocking someone else you didn't mean too. There better ways then IP blocking. Require email validation on the forum, Block his email!. Those are pain in the arse to create.
So everytime he creates a new account he will also have to go threw a lengthy registration process to create a new email. and if he is using an email address that is easy to make like those anonymous drop inbox ones like from "hidemyass.com", just blanked ban the whole domain of that email address. Eventually the person should get annoyed and give up from having to create new emails everytime. 2nd'ling completely ignore the person, just delete the posts, and ban them, dont say anything to them, becuase if they can get a rise out of you then they will enjoy bothering you more.
    cheers.
