Generally, there is no best way. In fact, most people here will probably to recommend you a mix of the internet marketing strategies like: 1. Join some forums in the same niche like your and promote your forum using the signature 2. Write some articles about topics which can people find in your forum. Drive traffic to your forum using the link place in the author resource box. 3. If your forum contain some exceptional threads try to bookmark them using social bookmarking websites. 4. Use SEO -- if your URLs are not SEO friendly install some mod which will rewrite them. Build links to your forum to rank higher in search engines. 5. Buy some advertising. You can start with AdWords or any PPC network.

yeah contests are the best way. I've trued that. But there arent any places to advertise them. Most of the PC Related forums instantly ban me. (spamaphobics)
